METRO THE CINCINNATI ENQUIRER THURSDAY, JULY 26, 2001 Obituaries John D. Harmon was West Chester lawyer, veteran By Rebecca Billman The Cincinnati Enquirer MAINEVILLE John D. Harmon, a West Chester Township lawyer and former Norwood solicitor, died of a heart attack Sunday at his home. He was 72. "He was a funny man," said his son, Steve, of Longwood, an "Irishman through and through." Born and raised in Norwood, he played baseball and basketball at Purcell High School, where he was a member of the Class of 1947.

He earned three varsity letters as a catcher on Xavier University's baseball team. Hoping for a career in baseball, he tried out for the Boston Red Sox, but was told he wasn't a good enough hitter. He was an ROTC graduate and entered the Army after he got his bachelor's degree from Xavier in 1951. The following year, he was sent to Korea as a first lieutenant in artillery with the 40th Infantry Division. He received the Korean Service Medal with two Bronze Stars and the United Nations Service Air Medal.

"He was very proud of his said his son, but "he did not talk about Korea or his role in the war" until later years, when he became involved in veterans organizations. Only recently was he "beginning to allow us to recognize his contribution." Upon his return, he attended the University of Cincinnati College of Law on the Early in his career, he practiced out of the Kroger Building downtown. A Democrat involved in local Mr. Harmon politics, he was elected solicitor of Norwood during the mid-1960s. In 1973, he moved his family to West Chester, where he set up a private general practice.

Retired by the early 1980s, he continued doing seasonal tax work until his death. He was a member of Good Shepherd Church, Hartwell Golf Club, Veterans of Foreign Wars and the American Legion. In addition to his son, survivors include Phyllis Novello Harmon, his wife of 42 years; three daughters, Nancy Folchi of Maineville, Julie Harmon of Covington and Laura O'Donnell of Amberley Village; a brother, Charles Harmon of Centerville; a sister, Patricia Schlegel of Deer Park; and seven grandchildren. Visitation is from 5 to 8 p.m. today at Gilligan Funeral Home, 8225 Montgomery Road, Kenwood.

Mass of Christian burial is at 10 a.m. Friday at Good Shepherd Church, 8815 E. Kemper Road, Montgomery. Burial is at Gate of Heaven Cemetery, followed by a reception in the atrium at Good Shepherd. Memorials: American Cancer Society, 11117 Kenwood G.I.

Bill, graduating in 1956. Road, Cincinnati, OH 45242. Heimlich criticized by black groups 'Profiling' of programs alleged By Howard Wilkinson The Cincinnati Enquirer A group of African-American religious and political leaders accused Cincinnati Councilman Phil Heimlich of "racial profiling" by targeting black organizations that receive public funds. But Mr. Heimlich, who will end his eight-year career on City Council in December, said he is colorblind when it comes to cutting waste out of the city budget.

With for- Heimlich mer Mayor Dwight Tillery in attendance, representatives of the Baptist Ministers Conference, African-American Political Caucus, African American Chamber of Commerce and the Grassroots Leadership Academy released a statement at a Wednesday news conference accusing Mr. Heimlich of a "discriminatory pattern" in his attacks on city-funded programs run by blacks. "He continues to attack those African-American organizations and leaders with frivolous accusations and requests for information," the statement said. "This has continued to be not only a burden for these organizations but also humiliating to otherwise law-abiding organizations and citizens." The group cited Mr. Heimlich's questioning of public funding for the Grassroots Leadership Academy, which trains citizens in community involvement and where Mr.

Tillery is a paid consultant; the Cincinnati Youth Collaborative; the Urban League, and the Community Action Agency, among others. The black leaders also said they would call for an Ohio Bar Association investigation of Mr. Heimlich, although the statement did not say what they want the bar association to investigate. The group claimed Mr. Heimlich has "bullied, pressured and intimidated" city employees in his efforts to get information on public spending for black organizations.

Mr. Heimlich called the accusations "nonsense." "This is an attempt to intimidate me into not asking questions, and it is not going to work," Mr. Heimlich said. "I have, and I will continue to, question wasteful spending by anybody, regardless of race." Mr. Heimlich said he has also opposed many public spending proposals for organizations and causes that are not run by blacks, including city funding for the effort to bring the Olympics to Cincinnati, street festivals in primarily white neighborhoods such as Price Hill and Mount Washington, expansion of the convention center and the Flying Pig Marathon.
