Pickering was a native of Washington County and had lived roost of his life in Johnson City Elizabethton. He was a son of the late Samuel H. and Lucy Sheets Pickering. He was a World War II veteran, having served with the 28th Calvary Reconnaissance. Mr.

Pickering, retired from North American Rayon Corp. as a sheet metal mechanic. He was a Baptist. Pickering was preceded in death by two sisters. Survivors include his wife, Dorothy Smith Pickering; one son, Samuel O.

Tittle, 88, 415 E. Main Jonesborough, died Wednesday, June 7, 2000, at Johnson City Medical Center. Mrs. Tittle was a native of Greene County and had lived in Washington County most of her life. She was a daughter of the late Charles A.

and Laura B. Collette Collins. She was a member of First Christian Church, Jonesborough. Mrs. Tittle was preceded in death by her husband, Fred Tittle in 1964; one son, Ray Tittle; one daughter, Pauline Carpenter; and two sisters, Blanche Stokes and Clara Williams.

Survivors include one son, Charles Leonard Tittle, Kingsport; four grandchildren, Butch Carpenter, Johnson City, Allen Tittle, Kingsport, Richard Tittle, California, and Debra Caldwell, Greenville, S.C.; and several great-grandchildren and great-great-grandchildren. Mrs. Collins was a native of Carter County and a daughter of Charles Dale and Inez Heaton Hamilton, Elizabethton. She was a 1954 graduate of Elizabethton High School. Mrs. Collins was a member of Siam Baptist Church.

Survivors, in addition to her parents, include her husband, Luther L. Dorothy P. Theobald, 81, 2018 Sherwood Drive, died Monday, June 5, 2000, at NHC HealthCare after a brief illness. Mrs. Theobald was a native of Shelbyville, and a daughter of the late John Reinholt and Nora Callahan Haehl. She retired as a registered nurse, specializing in pediatrics.

She had been employed by Barthlemew County Hospital, Columbus, for 31 years, retiring in 1984. Mrs. Theobald was a member of Hopwood Christian Church, Milligan College. She was preceded in death by her husband, Russell Lowell Theobald, in 1961. Survivors include one son, Doug Theobald, Johnson City; one daughter, Marietsa Atkinson, Newton, one sister, Alma Rigdon, Waldron, four grandchildren, Douglas Theobald Carrie Theobald, Rachel Atkinson and Benjamin Atkinson; and several nieces and nephews.

Morris-Paker (282-1521) Prisoner indicted The Associated Press NASHVILLE An inmate at the Turney Center was indicted Wednesday on murder charges in the 1999 strangulation of a woman who disappeared while washing clothes at a laundromat. Tommy J. Jones, 35, was indicted in the death of Christine Ullman, 31, at the time of her death. She was reported missing Jan. 4, 1999.

Budget, means to fund it approved by state Senate By Tom Sharp Associated Press Writer NASHVILLE A divided state Senate on Wednesday approved an expansive budget plan and the tax increases to fund it, setting up a conference committee of House and Senate members to work out differences in their budget plans.

The Senate version of the budget was approved by a vote of 23-8 nearly hours into the debate. It funds most of Gov. Don Sundquist's proposed $18.2 billion budget request, and goes further in some areas. In addition to raising $300 million in new taxes, it obligates $202 million in tobacco settlement money the state hopes to get in the fiscal year beginning July 1. Some Senators tried to use the tobacco money to either pay for current expenses or reduce the tax increase, but failed on a series of close votes.

After the Senate obligated all the tobacco money, the House voted to prevent any expenditure of that money this year. That means the matter will have to be resolved in the conference committee. The Senate budget plan is funded with an expansion of two existing taxes, which were approved by a vote of 18-11. The plan applies the Hall Income Tax to one-half of capital gains as reported on federal income tax returns. It expands the excise tax on business profits to include sole proprietorships, partnerships, professional services businesses, and owners of 1 percent or more of a corporation.

The spending plan would provide 6 percent pay raises to all teachers, in both K-12 and higher education, and raises of slightly greater than 6 percent to state employees. It provides a one-time $90 million shot for essential care hospitals in recognition of the burden they bear under the TennCare program, an increase of the governor's recommendation. It would also add $68.5 million to the state appropriation for TennCare. Jeffrey D. Richardson, 20, told the man who gave him a ride to stop and call 911, Buchanan County, Sheriff's Investigator Larry Crouse said Wednesday. Richardson was being held in the Hamblen County jail on a firstdegree murder charge pending an extradition hearing, which has yet to be set.

The body of the victim, Richard Oakley Hamilton of Grundy, was found Tuesday at his home. Authorities said Hamilton had multiple stab wounds to his chest. Police declined to speculate about a motive. Crouse said there was no indication of a robbery, and investigators do not believe the men knew each other. Greeneville to host June air show GREENEVILLE Aerobatic acts from across the country will gather at the County Municipal Airport on June 17 and 18 for the Warbird Airshow 2000.

Gates will open at 9 a.m. each day and the air show will begin after 12 p.m. Headlining will be the North American Aerobatic Team from Geiger, a formation acrobatic team flying the World War II North American Advanced Trainer (AT6). Parking will be available at the Five Rivers Electronic Innovations parking lot off Snapp Ferry Road. Tickets may be purchased at the parking lot, and free shuttle buses will deliver visitors to the gates for admission.

There will be no parking available at the airport for visitors, and the access road to the airport will be closed. Senate decides tobacco money to be held in trust The Associated Press NASHVILLE The state Senate on Wednesday agreed to create a trust fund for the $4.8 billion in tobacco settlement funds Tennessee is scheduled to receive over the next 25 years. The vote was 19-11 after nearly three hours of vigorous debate between Senators who wanted to keep at least some of the money available for annual appropriation and those who wanted to put it all into the trust fund. "I don't oppose the concept of providing money to help tobacco farmers transition to a new crop, but I do oppose the trust fund," said Sen. Ron Ramsey, R- Blountville. "Why should we tie our hands? People elect us to come down here and do what's right.

I don't oppose giving money back to the farmers, but there's no way I can vote for this." Sen. Tommy Haun, R- Greeneville, argued the money may never materialize in full.
